Eye Ulcers?

Couple months ago my 10 year old Cairn developed an eye ulcer...I figured it was from her and the puppy playing and she got scratched. But today, again, I had to take her back to the vet because her eye was irritated, had discharge and at times she didn't want to open it. Same diagnosis, same medicine. This time there had been no rough playing because my pup just got spayed and her stitches are still in.

Any answers? I cannot figure out how she's getting them.
