Is there no middle way?

I read the article and was shocked by some of the stories.  The Animal Control departments mentioned are overstepping their bounds for sure.  Although I imagine there could be valid reasons to impound some of the animals mentioned, in most cases it sounds like over-zealousness on the part of the AC officers.  The article didn't mention whether there had been multiple violations before some of the dogs were impounded, which would definitely sway my opinion.  

 

Some of these communities must have more money than Joliet.  Good grief, we can barely get an AC officer to respond to a serious offense because they don't have enough staff.  You certainly wouldn't see Animal Control cruising the neighborhoods *looking* for violations.
