When I have more energy and time I plan to write a bit more and post what I have learned so if anyone else here finds himself/herself in this situation, they will be better prepared.

 

On behalf of all of us, thank you, hheldorfer for seeing this through!  I look forward to reading more about what you have learned, whenever you get around to posting. Hopefully, I won't ever need the info, but it would be reassuring to have it.

very tough and long slog for you and the other victims. i'm only sorry that the officials who never intervened to protect you and your neighbors, or indeed the dogs for whose behavior this woman is responsible, have never been called to account. they would have just waited for somebody to get killed before doing anything. you and buffy have been plucky. i hope you can enjoy the neighborhood in peace.
