RE: Strikethrough Version of CTCC's Proposed Changes to the CKC Cairn Terrier Breed Standard

Section 3 of "Procedure RG002--Proposed Changes To A Breed Standard" found in the CKC Policy and Procedures Manual requires a strikethrough version of a breed standard. The last sentence of Section 3 states:

"It [the required strikethrough version of a breed standard indicating proposed changes] shall be set out section by section with an explanation for each amendment."

Does anyone out there have a copy of the section by section explanation of the proposed changes? If so, please contact me via <SeanPAlbert@aol.com>. I would like to add a copy of this document to my Cairn History Anthology.

CKC POLICY AND PROCEDURES MANUAL

Procedure RG002 -- Proposed Changes To A Breed Standard

1. The improvement of stock being an important factor in the breeding of pure-bred dogs the Board of Directors may adopt or amend a standard for each recognized breed as provided in the By-laws.

2. When a breed is represented by a national club, any amendment to the breed standard shall be submitted by that club. Should a national club for that breed not exist, than amendment may be proposed by a regional/provincial or local breed club or by a group of ten (10) or more breeders.

3. All amendments to a breed standard must be submitted to The Canadian Kennel Club in a strikethrough version (underlined text indicates additions or replacements to the original wording of the standard) and the format as described in Section 8 of these procedures. It shall be set out section by section with an explanation for each amendment.

4. Prior to submitting the final draft of the proposed new standard to The Canadian Kennel Club, the strikethrough version with explanations shall have been sent to all breed club members for voting, Non-Residents shall be excluded from the voting process. The Canadian Kennel Club will only consider proposed amendments that have received a two-thirds majority vote of those eligible voting members who have voted. The list of eligible members and the results of the vote must be submitted to the CKC.

5. An amendment to the standard may be submitted by ten (10) or more breeders, each of whom must own a registered specimen of that breed. Each breeder must be actively involved with the breed for a minimum period of ten (10) years and be members of The Canadian Kennel Club. It shall be in the strikethrough format and sent to the national club to be circulated unchanged to all club members for comment, and a copy sent to The Canadian Kennel Club. If the proposed amendment warrants consideration and receives a favourable comment from the club members, a final draft is to be prepared and voted on by the membership of the club including the original ten (10) breeders. The results of the vote and the comments received must be sent to The Canadian Kennel Club as per Section 4.

6. When an amendment is submitted by ten (10) or more breeders and there is no national club, any regional, provincial or local club should be contacted in lieu of a national club with the same procedures to be followed as for a national club.

7. In the absence of any national, regional, provincial or local breed clubs, individual breeders may make direct representation for a breed standard change to The Canadian Kennel Club. Prior to making such representation, the sponsor of the amendment must have provided other breeders of the same breed with the proposed change and include their comments along with the proposed amendment to the CKC.

8. The submitted draft shall be in the approved Canadian Kennel Club format and must contain the following headings:

1. Origin and Purpose

2. General Appearance

3. Temperament

4. Size

5. Coat and Colour

6. Head

7. Neck

8. Forequarters

9. Body

10. Hindquarters

11. Tail

12. Gait

13. Fault

14. Disqualification

The terminology should be suitable, correct and not in conflict with terms used in the glossary of The Canadian Kennel Club book of Breed Standards. It shall also be concise and describe in detail characteristics which are breed specific. Lengthy descriptions of generic dog terminology should be avoided.

9. If there is a trend developing in the breed as regards to a specific problem or fault, this should be mentioned in a covering letter so that this information can be weighted when discussing any proposed changes.

10. After careful consideration by the Breed Standards Committee, a proposed amendment may be submitted to the Board of Directors to be published for comment. Should the amendment be rejected, the reasons for such will be provided to the sponsor.

11. All comments received will be reviewed by the Canadian Kennel Club and a final report will be made to the Board of Directors.

12. The Breed Standard Committee, after due consideration, may send to the appropriate breed club or breeders the proposed changes to a breed standard. Such amendments may encompass errors or omissions, re-wording due to improper terminology used, incorrect translation from the country of origin etc.
